UNFORTUNATELY yes. kid who are still n school should stay HOME. If this is not possible find an alternative place to live, someone else in the family or a very good friend{talk with the parents} Kids should stay in school FULL TIME and work part time. And if this kid will be going to school part time then I guess he/she should be able to work FULL TIME and not ask for assistance. If this person want to move out at 16 and play grown up he/she should take on that responsibility on his/her own with out asking for a hand out.

Seneca offers its students assistance with finding off-campus housing as well.

Their listings usually have affordable basements/apartments/etc. that are close to the college campus. I ran a quick search at the link above and found a few places that are currently available. Maybe you can find something suitable there.
