Renters, in particular a subsidized renter, tend to be transient in nature. That is, they are not putting down roots and living in that house/home for years and years.Perhaps you would be better off NOT acquiring a dog as of now as they demand lifetime commitment (10+ years) and a lot of financial responsibility.
I would probably prioritize my life in that my spouse and child and I have good housing and then think about a pet or if not allowed, a way to involve pets in my life... volunteering at a shelter comes to mind.
