The best I can think of is possibly Elephant & Castle or London Bridge, where Elephant & Castle is probably the cheaper option, but there is nowhere as far as I know in London that has direct bus route access only to those 3 areas.

Camden rocks as a studenty place to live, but it's a very goth/alternative/drug kinda area. If you're into that you'll love it.
The Strand around King's college is a great area because it's so close to the central london nightlife, as is Euston and the Charing Cross Road area near UCL (university college london).

I don't know what New York's East Village is like unfortunately so I can't compare... since I assume you are asking Londoners this question you should probably explain what these places are like - we don't live in New York!

You should check gumtree.com. They have flats for all sorts of budgets, but it will be hard to find one with bills inclusive unless you share.
