One may be that oil could be restricted for use only for Ambulances, Police Cars, and Fire Trucks.Another would be a general restriction to make sure all people have the chance to get set amounts.
The last would be less people driving and more people biking.

All 3 ways would be the problems of getting the American People together, to do such a thing. We once tried to get everyone to NOT buy gas just ONE day a week, & very few went for the idea. As long as everyone complains but doesn't ban together, to do something, it will all continue to escalate.
