Very rare, how can a landlord factor in the cost of electricity etc if he doesn't know how much you are going to use. The stuff is far from cheap nowadays.

With regard to agencies - If you had done your research beforehand, you would have known what the fees were. Agents fees to tenants tend to be only for services they provide - for example, a credit check and reference checking. Their staff don't give their time for free (would you?) and the companies that do the credit checks charge as well. Most landlords, private or through an agency, will charge for a credit check - if a landlord doesn't do one, I'd be worried about him being so lax when you have a problem he needs to solve.
