renting a flat depends on where you want to live and also if want it furnished or unfunished. prices are per calendar month and they range from around £200-£400. i suggest that getting a furnished flat would be better because then you would not have to spend money on furniture. also have a look at some shared student housing as this tends to be cheaper.
are you going to portsmouth university? if you are then get in touch with the student housing people.
i'm not sure on utility bills as this depends on the size of accomodation and also if you share then you would share the bills aswell. water usually costs around £90 per year and electricity depends on your supplier.
if you are on your own, you can budget around £50-£60 for shopping including food and toiletries and stuff.
try to find an nhs dentist although they are very over subscribed in the city. portsmouth uni have opened a new university NHS practice in the William Beatty Building in Ravelin Park and its open to staff and students of the University and the wider Portsmouth community.
doctors are free coz they are NHS too.
you can get a six month bus pass from First buses in portsmouth for £200, or for Hampshire for £240.
get a young persons railcard to get dicounted train tickets (its for 16-25 year olds and gives you 20% off tickets)
i am taking driving lessons at the moment and it costs me £180 for 10 hours with a private instructor but large companies like BSM and Red do good deals to for driving lessons.
