DC median income in 2010 is apx $86k (highest in country per Money magazine). most places consider you eligible for section 8 and public service if you earn less than half of your area's AMI which, in DC would be around $43k per year. You will definitely struggle under $40k in this area.

According to today's real estate listings you can rent a 1BR in a dicey area (SE for $600-800/mo), a basement apt on Cap Hill ( nice during day and directly in that area) for around $1400 and a studio apt in a nice area for $1600/mo pking space not included.

If Florida is still your domicile resident while you are a student away for home temporally while attending college and you want to make sure that you get any future correspondence form that they IRS may decide that they need to send you and you want to make sure that you get it you probably should use your Florida address on your correctly completed 1040 tax form.
And of course you will have to file some nonresident or part year resident income state tax forms where you earn the income because they want a share of the income taxes.
