When I was younger I made quite a lot of money from going around my village, knocking on the door of every house and offering to wash theyre car for £5.
One of the benefits I offered of me doing it over them taking their car to the car wash was that I could save them the petrol cost.
By doing this you work when you want, as much or as little as you want.
I would do this in evenings after school.
In the summer holidays.
And at the weekends.
On a weekend day I could easily make £50 just for a few hours work on one day!

Nothing halts for weather over here but no obviously working through the winter is not better than working through the summer. The only thing that would be slowed down or halted is something that involves outside working such as construction. I wouldn't expect anyone to build when it's 2ft of snow.

And whatever anyone was getting paid during the summer that's what they're getting paid during the winter
