I think it extremely unlikely that as a student, you will find part-time employment at anywhere near the rate you are expecting. I think that somewhere in the $8-$10 range would be much more realistic, at least to start.

When you apply for your job just state your availability honesty, they usually ask right on the application. You won't know if the no weekends thing is an issue until you apply, but I don't think it would be.

There are a lot of students that can ONLY work weekends because it's their only time off from classes, so being available during the week, when most other students are not, could be to your advantage. If you can work days that will be even better, because many people work retail as part-time extra work on-top of a 9-5, so they can only work evenings and weekends. You seem to be available when everyone else isn't, so that could serve you well since you are applying needing hours that no one else wants in their schedule.
