You could petition to take that big counter out from in front of the fin aid people and put them in the hallway in the student union to answer students questions (minus the big counter). Some schools go so far as to have a big wall of glass between them and the students.

Accessibility and a personal touch is the key. Perhaps each student assigned a financial aid counselor that is assigned to them for the entire time at the school.... this is what some high schools are doing to their guidance counselors.

You could ask the college to make a universal scholarship form, or a universal scholarship publication or web page with ALL the scholarships available in one place... You could ask the fin aid office (or better yet the students themselves) set up a 'Craig's list" of sorts of funding sources (along with contact info) that lists all the scholarships and funding sources for all their current students.

Ask that a section on applying for and understanding the fin aid process be integrated into the schools "college success" or Freshman Orientation class or comparable.

You could ask that the school apply for federal grants that assists the students in applying for financial aid such as "Student Support Services" a TRIO program federally funded specifically for low income first generation college students.

Europe doesn't need financial aid. Their colleges are free for citizens. One of the advantages they have over the U.S. If you are an American, however, and you want to go to school there, you'll have to pay for it. They don't provide financial aid, though. You'll have to find funding in the States.
