Short answer: yes.

You begin the process with FAFSA. You have to start there, so get going on it. http://www.fafsa.ed.gov/ The application process is FREE, so don't let yourself get suckered in to paying anyone to do it for you.

Then, get connected with the Financial Aid office where you'll be going to school. They are the channel through which all of your financial aid will flow anyway, so they'll be the ones who know what's available to you. That will include grants, scholarships, and work study.

A student loan is financial aid so it is not possible to get one without getting "financial aid".
You might be able to get a regular signature loan from a bank if you have good credit, a job and don't need to borrow too much. Contact the bank or credit union you have your checking account with... they may be able to help. Be sure you let them know it's not a "Student" loan you need, (because you are not eligible for financial aid because you failed your classes) its a signature loan you need.

Be aware you will need to start paying on regular signature loans immediately... not good if you don't have a job. You might check with your school to see if they have some sort of payment option for you. The interest will probably be a lot less.
