So technically you can buy a car and a laptop and pay your rent with your loan money.

I believe you have to re-apply unless things have changed. I live in Alberta and I had to for my 2nd year.
However check your documentation of your student loan and it should say it on there if your loan includes both years or not.
If it doesn't then you'll will have to re-apply.
