If the difference between in-state and out-of-state is significant, which is normally true, it may be in your best interest to take a year to become a resident. In the scheme of things, taking one more year to get a degree won't make a significant difference in your life 20 years from now.

This would also give you a chance to apply for federal student loans which do not take your credit history into account for approval and they won't require a co-signor if you're an adult.

Federal loans like the perkins and stafford would be the way to go, you can find more information about them at http://ed.gov and compare rates and fees of different lenders at sites like http://www.studentloanconsultants.com.

By law, approved consolidators cannot charge a fee.
