You would need to get a private loan. Private student loans can't be used on cars, nor would you want to use one on a car because a car loan has cheaper interest usually. Government loans can only be used for expenses directly related to school. You don't really need credit to get a private student loan (although it wouldn't hurt in this economy), you just need a co-signor with good credit.

I get mine through Discover Student Loans, they're pretty good and they have some good incentives and bonuses for paying on time, etc...

How much you receive is based on your income (if independent) and parent's income if not.
Your first step is to fill out a FAFSA - http://www.fafsa.ed.gov/ - you have to set up a PIN which takes a couple days to get. Then you fill out the form which can take several weeks to process.
The FAFSA will determine how much you are eligible for pell grant wise, will set you up for student loan eligibility, and work study information.
When the financial aid department reviews your paper work, they figure in cost of living (housing, transportation, supplies) along with tuition and books - to figure out how much money you can get.
At my university, you could receive up to $19,000 a year in financial aid - based on qualification (need).
Good luck - fill out the FAFSA as soon as possible, it can always be changed later. And - set up an appointment with a financial aid adviser at the college you intend to attend - they can give you a ton of information.
