First the school must be registered with the appropriate provincial ministry. Then the course must be approved for student loans.

The following describes the online application process for Ontario:

If you are making an online application, all approved publically funded schools appear in the drop-down list. If your school is a private one or it does not appear, you can enter the name and ask for a search. If it appears it is registered. Again with the online application, you can search for the program -- if the system finds it, then it is an approved program.

you are asked what percentage of a course load you are taking. You generally must be taking between 40 and 60% of a full course load in order to be eligible for student loans (unless you are disabled, then you can take less)

If you are not in Ontario or the school is not, then you need to go to the student loan website for your province or the school website and check it out.

for example Athabasca University in Alberta is approved for Canada Student Loans, Ontario student loans, and probably all the other provinces as well. It is also approved by certain US agencies and the website lists all of the places where they are registered and their courses approved. It does predominantly distance education.
