Obama's new plan went into effect after the vast majority of loans were taken out. This is the first report of late Summer loans that I have heard, mine were most certainly on time. This sounds like your financial aid office is to blame, if they admit that they have trouble understanding their new system. No one at my school's financial aid office has problems, and all aid has been delivered on time. So you need to keep going back to the school and find out what the real problem is, we have had both Summer disbursements and refund dates already, promptly on schedule.

Welcome to the world of government efficiency (or lack there of). I am not sure about the current rules regarding this matter, but I can't say that it surprises me if this is the case. (considering people in New Orleans are still living in FEMA trailers from hurricane Katrina)... I just can only imagine the incompetence that universal health care would be like.

You sure can, you can student loans for any time of the year as long as you qualify for them.

Just, alot schools for summer time, student maxed on stafford loans for the year and have to resort to private loans. But there isn't a restriction on when you can get a loan based on time of year.
