I find it amazing that no matter much they stack the deck against dissenting views, they still have to struggle to break through the 50% barrier when it comes to elections. And that's after 30 years of entrenched, exclusive, and institutionalized liberalism in the list you offer. Speaks wonders for the bottom-line, common sense and personal values of normal Americans.

We Answered:

When I was in the military they had an agency called Social Actions. They were the ones who handle issues like that. In the military we were such a diverse culture of people from everywhere, but if there was an issue the immediate supervisor handle it and up the chain of command or if it was serious, it was reported to Social Actions. The work force is a lot like raising children, they will get away with only what you let them. If you do disciplinary actions against people doing wrong things and let them know there are consequences for their actions, they know what they can't get away with. Your company sets the stage for what they allow and don't allow as a company. There should be training manuals and employee hand books that let employees know what is allowed and what isn't. Most places I worked had a page or two or three on issues you could be fired for on the spot. I usually put those issues on a word document and made it like a contract for employees, so they knew the companies rules and what the consequence was for breaking the rules. I never threatened to fire anyone I wasn't prepared to fire. Your company sets the standards, you set the example. You shouldn't need a training program on how to be decent to others, but I guess you could do some role playing to show what is offensive or acceptable or how to handle things of offense to other cultures. Not at all.

Employees hate crap like this and it costs the company a fortune.

Not sure if it will change people's opinions but It might save you money should someone try to use race in a lawsuit or something along those lines. If you do the diversity training before anyone forces you too then it gives you a good image. Maybe people will at least act nice to each other at work so they don't have to go to the training any more. Either way, it looks good on you and might get the message across.

What are ways to prove that a training program is working or not in a company?

We Answered:

I think that the company should just modify their training program so that everyone would understand the training. It would be cost effective than several different training programs. At the end of the training session and during the training session ask them if they understand and maybe do small tests and the end of each segment to make sure they understand. They will show you who needs extra training or where you may need to change the training to help them...
